What Is a Blacklisted Phone?

A blacklisted phone is a device whose IMEI (or ESN) has been reported to carrier blacklist databases as stolen, lost, or associated with unpaid bills or fraud. Once an IMEI is blacklisted, the device is blocked from connecting to mobile networks — it cannot make calls, send texts, or use mobile data, even with a new SIM card.

A phone with a bad IMEI or bad ESN is essentially unusable on cellular networks. It can still connect to Wi-Fi, but that's it. Blacklists are shared between carriers within the same country, and in many cases internationally — meaning a phone blacklisted in one country may also be blocked in others.

This is why running a blacklist check before buying any used phone is critical. A device can be reported to the blacklist at any time — even after you've already purchased it. If the original owner files a stolen/lost report or defaults on payments after selling the phone, the device gets blacklisted and stops working on cellular networks.
